Hmm…at the schools I’ve taught at, that’s not the case at all. I’ve seen the opposite, but know that many minority students are placed in special ed. classes without justification. From my experiences, as an ESL teacher, I have had numerous (latino) students who were refused testing for special ed. because the people in administration blamed any learning challenges on “not being fluent in English”. It sucked because some of them couldn’t learn English to function in the school because they needed special ed. services which were refused to them because they were English Language Learners.
